Hong Kong’s Tourism Industry 2.0 (“Blueprint 2.0”)
Development Blueprint for Hong Kong’s Tourism Industry 2.0 (“Blueprint 2.0”) promulgated in December 2024 sets out the following vision, mission, positioning and strategies for the development of Hong Kong’s tourism industry ─
To consolidate Hong Kong’s position as a world-class premier tourism destination
To implement “tourism is everywhere”, and to further advocate the healthy and sustainable development of tourism-related industries, thereby promoting economic development through tourism
  1. An international tourism hub and a core demonstration zone for multi- destination tourism
  2. An East-meets-West Centre for International Cultural Exchange with Hong Kong’s local cultural characteristics
  3. The tourist city offering quality travel experiences
  4. The demonstration point for sustainable tourism development
Blueprint 2.0 also proposes four development strategies, 16 implementation goals, 59 action plans and 133 measures.

  1. Nurture and Develop Tourism Products
    (To nurture and develop tourism products and initiatives with local and international characteristics)
  2. Visitors from All Parts of the World Gather in Hong Kong
    (To develop a diversified portfolio of visitor source markets for Hong Kong, with a focus on attracting high value-added overnight visitors)
  3. Intelligent and Convenient Travel to Hong Kong
    (To promote smart tourism)
  4. Quality Services for Visitors
    (To enhance the service quality and support of the tourism industry on all fronts, and cultivate talents)

The Culture and Tourism Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area
On 30 December 2020, the Ministry of Culture and Tourism, the Office of the Leading Group for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area and the People's Government of Guangdong Province jointly promulgated the Culture and Tourism Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area (the Plan) (Chinese only). The Plan sets out the directions guiding the overall culture and tourism development of the Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area) and guides the development of the Greater Bay Area into an exchange hub for culture of the East and the West and a world-class tourism destination. It also helps strengthen the positions of Hong Kong as an international cultural metropolis and an international tourism hub.
