The Tower, together with the Revenue Tower and the Wanchai Tower, forms the Wan Chai Government Offices Compound. This 49-storey Tower was completed in 1990 and provides office space of over 76,000 square metres of gross floor area. Over 10 government departments are accommodated there.

At the roof top of the Immigration Tower is an outdoor advertising sign overlooking Victoria Harbour with good visibility.
